True, but it's all about 'branding'. By joining all the bits together and giving it a name you can, in effect, make the whole greater than the sum of its constituent parts.
Look at the West Highland Way, as example.
People who might have thought twice about coming on a walking holiday of Kintyre might well be attracted by the idea of having walked 'The Kintyre Way'. It's a set route, sooner or later the OS maps will be showing it, and the businesses along the route will be showing increased turnover as a result.
