Would it not make more sense to play the actual game at Old Trafford, and open up City stadium to the visitors. This would ensure that more fans actually got to see the game, it is about the fans after all, isn't it? You'd get another 30,000 people to the game! Appreciate it may be a logistical nightmare especially if people have already got tickets printed, but an extra £6m in ticket revenue should be able to solve it.
I think you'll quite happily find 30,000 Rangers fans willing to fork out £200 a ticket to get to the game, as opposed to paying touts £1,000 for the privilege.
Finally, I don't think Britain will ever have seen such a sizeable support decending on a sporting event. I believe that Manchester will be astounded by what's about to happen. I also think the combination of Seville and Manchester will show the world the incredible combined pulling power of the Old Firm, whether you like either of them or not, it's a football support phenomenon, almost unmatched worldwide.
