Well Photoshop Elements (currently on version 4) is about £55 and Photoshop around £500.

Depends what you need it for and how rich you are I suppose

Is it worth upgrading ? Yes & No

If you are really serious about photo manipulation, Buy it. (but I wouldn't)
Photoshop Elements, no matter which version, is a capable package.

I use Elements everyday and can do most things that the full package can do. Stick with Elements.

You can also download a Tryout version of Photoshop CS from the Adobe website.
That way you can see the difference before you hand over the money.
