Ok. I'm pished but here goes.
Assuming Win XP, click start, control panel, date, time language and other shit.

Click regional and language opshuns.

From drop down menu select English (United Kingdom).

Click Ok.

Reboot.

Should work but I might be wrong,

I don't think you even have to reboot. I have the options between US and UK in my taskbar and I just change it when I want to use the £ sign.
