This isn't good. It means the PC can't load the bootstrap files from the hard drive. Either the files have become damaged in some way, the PCs BIOS settings have become corrupted, or the hard drive has broken.
If you know how then when booting the PC go into the BIOS Setup (usually F2 or some other function key) and check that the hard drive type is set and correct, then re-boot.
If the hard drive is ok then next try booting the PC with the Windows XP CD in the drive. You should get an option to repair the installation.
I'm afraid if it's the last option, broken hard drive, then you need to get someone out to look at it.
